1/. Create informative and well written articles on, say the virtues of article marketing then submit them to other article directories (like mine).

2/. Submit your URL to "Link Directories" such as iLinkQuest.com and thousands of others. Most offer paid or free reciprocal or no reciprocal links

3/. Work on making sure your site is "Search Engine Optimized" just Google it you'll find lots of advice as well as paid services, I suggest you try it yourself first, there are lots of free and trial tools to help you "Traffic Travis and WebCEO" to name a couple.

4/. Get into the social networking sphere "Twitter, facebook, Digg, Squidoo, StumbleUpon and tons of others"

5/. Post to forums such as www.recognizedexpert.com try searching for "Article Marketing Forums" you'll find lots, also search for article marketing blogs and leave comments this is an excellent way to build backlinks, one word of caution DO NOT SPAM be sure your postings and comment are informative and related to the subject matter not just generic statements with your URL embedded.

6/. hungsika mentions PPC or Pay Pay Click advertising, while I agree this is a valid way to promote your site I do not recommend it for newbies, many a fledgling webmaster has had his/her wings clipped, not to mention their bank accounts because they did not understand the nuances of running an effective PPC campaign, if you do decide to use PPC do lots of research first. Some places to start are forums associated with "Goolge AdWords, Bidvertizer, Overture and of course as usual many others.

I persosnally became involved some months ago when i launched my article directory site: Grelohi Article Directory | Reprint Articles | Free Content i deploy the following to promote my site:
** word of mouth- telling friends, collegues and those that are close to me.
** email signature
** posting to other article website and article directory
** link exchange
** participating in popular article directory forum like this one: www.recognizedexpert.com

These are the few techniques i use. i am still learning though, and i hope to perfect all the techniques required to optimize my aarticle directory with time.
One thing is sure though: i have seen tremendous change in my site in terms of traffic and ranking.
Its not an overnight stuff. One need to be patient.

Simple answer - Use Article Marketing to promote it .... Many article directory owners never seem to use article marketing itself, I wonder why ??? It is very powerful when done properly.

I have the experience with submitting my links to "thebestlinks.com". It is easy to do and simple. But I am kind of lost on how to submit links to the "iLinkQuest.com" and have no idea where to find the "contact" part. Any advice will be appreciated.

Man you sure do get around to forums to show your sig link for those lame services .... Wow ... Make sure I have that domain name blacklisted on my forum before you join it and start plopping links ....
