Correct, its not about how much u spend, its about how well you target it. Keywords especially.

The problem with getting traffic to your site from Google AdWords is the fact that you can easily spend all your money in a matter of days. That is not a bad thing if you are making more then you are spending, but if you are just starting out it might be hard to do. That is why I want to show you exactly how to avoid blowing your budget.

The advertiser usually pays only if the commercial is clicked on, although position on the sponsored list and likelihood of the commercial appearing may be determined by overall budget and relative popularity of the advertiser's site. AdWords is meant to be a quick, simple way to increase web traffic, for small businesses without giant promotion budgets.
